Responsibilities of the Cub Scout Pack Committee
There must be a minimum of three adults on the committee and all members must agree to the principles of the Boy Scouts of America. Members are selected by the chartered organization.
Regardless of the size of the pack committee, these responsibilities must be performed:
The most efficient way for the committee to run is to assign specific tasks to specific members. A well organized committee makes the Cubmaster’s job much easier and ensures that a quality program is delivered to the youth.
Pack 505 is very fortunate to have an active group of volunteer leaders on our committee. The Pack 505 Committee has a number of positions allowing more diversity in duties as well as redundancy in areas of critical need.

Regardless of the size of the pack committee, these responsibilities must be performed:
- Recruit new adult leaders, including the Cubmaster and one or more assistant Cubmasters. These leaders must be approved by the chartered organization.
- Provide a place for the Pack to meet.
- Serve as a link between the Pack and the chartered organization, making sure the Pack functions within the mission of the Boy Scouts of America and within the mission of the chartered organization.
- Make sure the Pack charter is renewed on time annually.
- Work with the Cubmaster to deliver a quality, year-round program to the youth and their families.
- Maintain a Pack treasury.
- Purchase equipment as necessary and maintain it.
- Encourage all adults in the Pack to obtain the appropriate training for their positions.
- Work with local Boy Scout troops, especially any troop under the same chartered organization, to provide a smooth transition for youth crossing from Cub Scouts to Boy Scouts.

Committee Position Descriptions
Responsible for overseeing the Pack Committee
- Maintain a close relationship with the chartered organization representative, keeping this key person informed of the needs of the pack that must be brought to the attention of the organization or the district.
- Report to the chartered organization to cultivate harmonious relations.
- Confer with the Cubmaster on policy matters relating to Cub Scouting and the chartered organization.
- Supervise pack committee operation by
- Calling and presiding at pack leaders' meetings.
- Assigning duties to committee members.
- Planning for pack charter review, roundup, and reregistration.
- Approving bills before payment by the pack treasurer.
- Conduct the annual pack program planning conference and pack leaders' meetings.
- Ask the committee to assist with recommendations for Cubmaster, assistant Cubmasters, Lion Cub den leaders, Cub Scout den leaders, and Webelos den leaders, as needed.
- Recognize the need for more dens, and see that new dens are formed as needed.
- Work with the chartered organization representative to provide adequate and safe facilities for pack meetings.
- Cooperate with the Cubmaster on council-approved money-earning projects so the pack can earn money for materials and equipment.
- Manage finances through adequate financial records.
- Maintain adequate pack records and take care of pack property.
- If the Cubmaster is unable to serve, assume active direction of the pack until a successor is recruited and registered.
Responsible for managing the pack's finances
- Help the pack committee and Cubmaster establish a sound financial program for the pack with a pack budget plan.
- Open or maintain a bank account in the pack's name and arrange for all transactions to be signed by any two of the Cubmaster, pack committee chair, secretary, or treasurer.
- Approve all budget expenditures. Check all disbursements against budget allowances, and pay bills by check. The pack committee chair should approve bills before payment.
- Collect dues from den leaders at the pack leaders' meeting, preferably in sealed den dues envelopes. Open envelopes in the presence of den leaders. Give receipts for these funds, and deposit the money in the bank account.
- Keep up-to-date financial records. Enter all income and expenditures under the proper budget item in the finance section of the Pack Record Book. Credit each Cub Scout with payment of dues. From time to time, compare the records with those of the den leaders to make sure they agree. Give leadership in developing a coordinated record-keeping system in the pack.
- Periodically report on the pack's financial condition at the monthly pack leaders' meeting. Make regular monthly reports to the pack committee at the pack leaders' meeting, and report to the chartered organization as often as desirable on the financial condition of the pack.
- Provide petty cash needed by leaders. Keep a record of expenditures.
Responsible for maintaining proper records within the pack
- Keeps minutes during pack committee meetings, recording key items such as decisions made, things needing follow-up, or items of future interest (summer camp attendance, number of scouts bridging to Boy Scout troops, etc.).
- Keeps pack paperwork (annual consent forms, medical forms, recruiting forms, event permission slips, etc.) in order.
- Works with Cubmaster, Event Coordinator, and other leaders to add events to pack online calendar.
Responsible for coordinating the recruitment efforts of the pack and providing new member support.
- Assist the Cubmaster and other leaders with recruitment efforts to bring new Cub Scouts into the Pack.
- Speak with Scouting parents about getting involved in Pack leadership positions and build adult participation in Pack activities with their Cub Scouts.
- Encourages involvement and retention by new scouts and their families.
- Welcomes new scouts and parents/guardians, making them feel comfortable in the pack.
- Coordinates with Treasurer and Administrative Secretary to receive paperwork and payment for new scouts.
- Encourages and supports initial participation of new scouts in the activities of the pack.
- Ensures new parents/guardians know who their scout's Den Leader and Assistant Den Leader are, and how to contact them.
- Ensures the Den Leader has contact information for new parents/guardians.
- orks with Committee Chair on any requirements for recharter.
Responsible for the coordination of the fundraising campaigns for the pack.
- Attend kickoff meetings for Popcorn in August/September
- Distribute sales materials to Scouts, explain rules, etc.
- Schedule storefront sales with local merchants and schedule Scouts and parents to work
- Acquire prizes and incentives
- Collect orders from scouts and turn in orders to District Office by due date specified in
- Pickup popcorn and distribute to scouts
- Collect money from scouts and turn in to Pack treasurer
- Get check from Pack Treasurer and turn in to District Office by due date
- Award Prizes at Pack meeting if applicable
- Coordinate the Scout Card sales
Responsible for tracking awarded advancements and purchasing advancements for distribution.
- Have a working knowledge of the Tiger Cub, Cub Scout, and Webelos Scout advancement plans.
- Collect den advancement reports from den leaders for use when ordering badges and insignia from the local council service center.
- Maintain advancement records in Scoutbook program.
- Purchase advancements from the local scout shop.
- Provide Cubmaster with advancement report and awards for distribution at pack meetings.
Responsible for the creation of internal comminucations and maintaining social media presence
- Create communcation plan and routines for periodic and event driven communications
- Gather communcations content and create formatted emails in the Constant Contact tool for distribution
- Maintain list of recipients within Constant Contact
- Maintain who has access to post on the pack social media sites and make sure anyone with access is aware of the policies around posting to those sites
Responsible for the planning and execution of pack campouts and other outdoor pack activities
- Help the Cubmaster plan and arrange for outdoor activities.
- Arrange for property, fire, and tour permits when required.
- Locate new picnic, camping, and hiking areas.
- Arrange for safe transportation when needed.
- Plan first aid for emergencies.
- Help Webelos den leaders plan Webelos overnight campouts. Help arrange for equipment, as needed
- Arrange for Safe Swim Defense implementation for all outings involving swimming.
- Help inform parents and guardians about opportunities for family camping. Ensure that at least one adult has completed Basic Adult Leader Outdoor Orientation (BALOO) before any pack campout.
- Help promote day camp and resident camp opportunities.
- Be aware of BSA health and safety requirements and see that they are implemented.
- Know and carry out BSA outdoor program policy related to Cub Scouting. Review all activities to ensure that unit leaders comply with BSA policies in the Guide to Safe Scouting.
Responsible of planning service related activities
- Work with local groups to identify service project opportunities (beach/park clean ups, food collections, etc)
- Coordinate service projects with charter organization
- Organize the sourcing of supplies required for the events
Responsible for the planning and running the Annual Pinewood Derby Event
- Purchase Pinewood Derby kits from District Scout Shop or BSA catalog
- Purchase award plaques & medals
- Set date for race & reserve space with the charter organization
- Distribute kits and rules to Scouts
- Set up & test the track and timing system
- Host a pre-race event where cars are registered and pass tech inspections
- Run the race
- Take down track & decorations
Responsible for the planning and running the Annual Blue & Gold Event
- Set date for event, reserve space with the charter organization
- Coordinate with Cubmaster who will handle the activity programs to determine what will be required for the event activities
- Coordinate with Pack Committee on budget
- Purchase decorations, plates, plasticware, etc.
- Set up; decorate the hall
- Coordinate the registration of cakes and voting
- Clean up
Responsible for ensuring pack compliance to required training and encouraging other developmental opportunities for pack leaders.
- Encouraging pack leaders to attend Cub Scout Leader Basic Training, which includes New Leader Essentials and Cub Scout Leader Specific Training
- Helping with Unit Leadership Enhancements during pack leaders' meetings
- Conducting other training as designated by the district and/or council
- Encouraging pack leaders to attend ongoing training such as Youth Protection training, roundtable, pow wow, BALOO, Outdoor Leader Skills for Webelos Leaders, and Wood Badge
- Remaining current with training material and program updates
- Keeping track of pack training records
Responsible for the overall technology assets of the pack
- Maintain and update the pack website.
- Administer the Google Workspace to maintain email addresses for the pack
- Maintain the documentation for all of the technology systems
- Maintain the leadership shared drives
